Record the permission banner as a planned task ...

A consumer (navi) built its own banner for asking a browser permission,
because a call without a user gesture is ignored by Firefox and Safari and
answered with a quiet icon by Chrome. The record asks the kit to take the
presentation half — a bar with two answers whose accept click is that
gesture — and states plainly that the policy (when to ask, what to remember
about a refusal, which storage) stays with whoever consumes it.
